Just to check, are you using the *full* path to the text file?

Most problems I've seen people having on their RaQs with scripts (and
complaining about CGIWrap) is because they're not using the full paths, only
from their webdirectory. You must use:

/home/sites/siteXXX/web/cgi-bin/data/

where XXX equals their site (group) number, or replace siteXXX with the FQDN
(Fully Qualified Domain Name).
