No, they would not have to be run SUID. You can't even run scripts
SUID on Linux.

It's possible to seperate this kind of system into a frontend and a
backend system. The backend would run with higher privileges,
ofcourse.

It is ofcourse still necessary to ensure, that security is kept close
to max.
