If there are free primary and secondary services, then why do you say
that running primary and secondary on the same server is the ONLY option
for newbies with limited budgets?

In my opinion (I'm biased since I'm in the DNS business
"http://www.ns-one.net/";), you're much better off doing your own primary
and having someone like us do your secondary; that way if your primary
is broken we'll know, and we'll let you know, after we get an error
message when trying to get your zone.
