I am having the same trouble, which I am working on resolving. If you fare
any better let me know.
To the best of my knowledge it can only be done via Telnet. Back up early,
back up often.

Thank you for your email.  NOTE: Changes made through telnet are not
supported
by Cobalt Technical Support and may void your warranty.  This information is
provided as a service.

To edit the file, first telnet into the server as admin and su to root by
su -
and entering the admin password when prompted

Then type
cd /etc
and the easiest to use editor is pico so type
pico group
You will have to delete admin from enough virtual site names to bring the
total
number below 32.  Also you can just put files in through ftp as the site
admin.
