To fix both problems, chmod, and the timestamp, past the following 
into
your /etc/proftpd.conf file just below:
User 		nobody
Group		nobody

<Global>
AllowChmod  on
TimesGMT   off
</Global> 

This will fix the chmod which was previously posted, but it will fix 
the
FTP timestamp issue too.

I am trying to get resolution on the FTP access denied issue.  I saw the
patch posted but everything seems to refer to telenet.  I have only used FTP
and cannot seem to find out where to get the software to telenet or info on
the methods required.  Can anyone point me in the right direction.
