You could try changing the index page for the public site so that the menus 
are not available.  You need to put the new index page in home/groups/home 
(you might want to backup the old index.html before replacing it).  Also, 
you can set the main home page to be accessible only to users (I forget 
where you make the setting -- it's in the user manual).
