there is nothing raq-specific while installing gnupg from source. basic
instructions are contained in the tarball.

use wget to get the tarball (man wget), maybe in /var/tmp/, extract it
using tar xzf filename, switch to the created directory and follow the
instructions in the README file.

a "make", then "make install" should do the job; i don`t remember if a
"./configure" is required first.
