I am new to the list, but have worked for several ISP's and now for the
Anglia Polytechnic University Library. We are about to get a RaQ3i to
host the library web site.

The main problem that you have is that the name servers and DNS Entries
are in a real mess. The name servers that you have are not authoritative
for your mail servers.

This one face is probably why your mail is bouncing.
