We experienced problems regarding some IE-browsers with 128-bit SSL-connections (and not 40-bit), behaving this way. This was solved by setting 'Keep-alive Off' in the virtual directory in httpd.conf. There may be a way of disabling this only for SSL-conn. but we used only 'https' on these domains...
