False.  Simple test confirms this.  If you add O AliasFile=blah
then "newaliases" will pick this up.  Keep in mind that the file
"newaliases" is generally installed as a symlink to sendmail.

Sendmail simply checks argv[0] against "newaliases" and if it
matches, it runs as though you had given the -bi command line
argument to it...and since it creates a new sendmail process,
it re-reads the sendmail.cf file.
