I'm not sure what you're looking for. A how-to book? Names of vendors,
what to look for in suppliers/vendors? What?
If you're looking for a complete understanding, then the best resource
is ISP Survival Guide, found at

While its subtitle is "Strategies for Running a Competitive ISP" it's
really quite good at the details you'll need to know whether or not
you're offering services to the public.
Another good book, more service-specific though quite dated, is
"Managing Internet Information Services". Though out of print, you may
find it in an O'Reilly specific bargain rack somewhere.
If you want suggestions as to who should put in your cable, what kind of
router to buy, etc., etc., they're really beyond the scope of this list;
you might want to join the inet-access list (instructions are in this
list's archives, I'm sure, since I've posted them before).
But.. be aware that inet-access if populated by some very tech-savvy
people who don't have much time for what they consider to be newbie
questions; be sure to do at least some of your homework first.
