What you are describing is essentially a nntp server in local only mode, 
which is perhaps not a bad isea at all, and could probably be done simply
by subscriping the list to it (with moderator restriction etc)

seems like it should be fairly straightforward...it's not as network
efficient as real news, but it's certainly no worse than the mailing list
