Please check all the steps in sending the mail first.

When you send email from another system to this user, do you get any error
email back?

How about when you send email to the user on the same system?

Now try ls -la /var/spool/mail/username and make sure that the file is
linked to /home/spool/mail/username then ls -la /home/spool/mail/username
and see if the file exists and is more than zero characters long.

Once you have determined that they do indeed have mail then check their pop
settings.
