What you are suggesting is probably the ONLY thing I haven't tried yet, so
what the hell?
How do I use the chown command to change ownership of the file?  Like, what
is the exact command line I need to enter in Telnet to chown FormMail.pl?

This is probably your problem. On my installation of the Mailman CGI, I got
this error message until I finally figured out that I needed to chown the
files to httpd:site## so that CGI-wrap would quit bitching. It seems
CGI-wrap checks to see who the owner of the script is and keeps you from
running it if you aren't the owner.

When I chown'ed the files, they started working pefectly.
