This is probably your problem. On my installation of the Mailman CGI, I got
this error message until I finally figured out that I needed to chown the
files to httpd:site## so that CGI-wrap would quit bitching. It seems
CGI-wrap checks to see who the owner of the script is and keeps you from
running it if you aren't the owner.
When I chown'ed the files, they started working pefectly.
