You mean they block it at the firewall or something?  Everyone can get news
access, using either Netscape News, Microsoft Outlook Express, etc.

You just need access to either a private or public news server.  I would
imagine that if Cobalt or whomever wanted to start their own newsgroup, they
would post a public news server that would allow anyone to access.

Similar to msnews.microsoft.com or news.mozilla.org.
