I rarely participate on international newsgroups, and so do not know
enough about the administration of those to make the neccesary
"paperwork" for a group creation.
I do however participate a lot on the danish part of the USENET
hierachy (dk.*), and there I have created a few groups. But our
hierachy is ruled in a completely other (and more strict) way than the
rest of USENET (IMHO).

What do you mean by that?
You can choose an expiration period for each newsgroup you have. For
example you could set so that messages in the (non-existent) cobalt
newsgroup would be stored forever. And still you could say that
"comp.os.linux.*" should only be stored for 14 days before being
thrown out.
