Yes, tho i doubt Outlook can, but qpopper now supports this!

from the man page:
EXTENSIONS
       The server implements several extended commands.

       XTND XMIT: Sends a mail message using /usr/lib/sendmail.

Now if the clients get support to use this extension we won't need silly
pop-before-smtp :)
