I don't think you need it here; I think anyone can post to this list
without being a member.  And anyone can read it at Cobalt's site.

Not if you read it off your own server.  But a private newsgroup, that
everyone reads off the same server, could be faster, and could be more
bandwidth-efficient.

Email is usually the best way until there are thousands of people
reading.  Even then, it depends what your definition of "best" is.
