Hi Jon,
1st what kind of server do you have? (RaQ1, RaQ2, RaQ3, RaQ4, Qube2 etceteras)
I have an entry in my /etc/cron.daily/ntpdate.auto
(check this file as sometimes the Cobalt ?Sauce puts strange stuff in there)
My entry is set to NTP server bonehead.lcs.mit.edu and it works great.
The entry looks like:
/usr/sbin/ntpdate bonehed.lcs.mit.edu >> /var/cobalt/sauce.log 2>&1
Your using a "Navy" NTP server???
How can you trust the Navy, who is the Commander In Chief ?(maybe he is a little
sporadic also).

Seriously you should disclose the system (server)!
