Cobalt's quota system sets the maximum storage space on a user basis, but
does not allow you to specify a separate quota just for the mail spool file
and files in /home/sites/siteXY/users/username/mail/.

If they don't have web space then just set their quota through the GUI.
Keep in mind that the way QPopper (the POP3 server) works, when a mail file
is accessed it is copied to a temporary file so if you have a user quota of
10 MB and the user's spool is at 6 MB they won't be able to retrieve their
email b/c QPopper will try to create a copy of the 6 MB file and will hit
the 10 MB limit before it finishes.  So you really have to set the quota to
20 MB if you want users to be able to actually store 10 MB of email *and*
retrieve it.  Yes, there are ways around it, but they are pretty complex and
I have never had the need to implement them on a Cobalt server.  If you need
