You need an IP# that's not already registered as a DNS server with
Network Solutions or with any other registrar.  You let your secondary
know the IP#.  He registers it with his domain registrar as
ns2.hisdomain.com (or similar).

He needs an IP# that's not already registered as a DNS server, as well. 
He lets you know what it is, and you register it with your domain
registrar as "ns2.yourdomian.com" (or similar).

You create a secondary entry in /etc/named.conf for each of his domains
you want to secondary.

He creates a secondary entry in /etc/named.conf for each of your domains
he wants to secondary.

You also need to restart the name server after updating the changes.

As already mentioned in another post, you also have to add the proper
record to /etc/named/records or it will be over-ridden the next time you
run the gui.

If you've also updated /etc/named/records then you can restart the name
server by clicking on "save changes" from the gui; otherwise you need to
do it from telnet/ssh as root.
