You'll have to register the nameservers with the registrar that you registered your domain name through. Most will do this for you. Registers.com and Gandi, for example allows it through their control panel, NSI and Registrars require through email, but its relatively painless. (Internic does not do registrations.)
If your registrar won't do it for some odd reason, try CALLING Network Solutions (email support just doesn't seem to exist). They should be able to register it for you. At least that is what others have said.
Contact your registrar first. Also search the archives of this list, I believe this has been discussed before.

I have searched everywhere I can think of and can't find where I register my
newly setup Raq3 DNS server as a DNS server with networksolutions or
internic or whoever...any help with an actual URL would be much appreciated!
