I have had a similar problem, and I found that even though I disable and
re-enable FP it won't initialize correctly, and yes I think I even deleted the
site and tried it again and it would not initialize correctly.
I found that Cobalt leaves a FP file (or directory) on the disk, I don't
remember what the name was vti_ . But, I telnet in delete the file (may be a
directory) and then everything works OK.
So telnet in and have a peak after you disable FP and see if any trash was left
behind!
