No.  Logrotate is a script that is run via the Cron deamon, and the file
that you are editing is just a config file for the logrotate script.  So
once you edit and save it, the changes will work the next time logrotate
runs, which would be 4:02am every day.

Also if you want to look closer at the config files, go into the directory
/etc/logrotate.d/ and take a look at the individual config files.
