Errm.. not quite... I've dumped a local copy of the above as we80.cnf in
/usr/local/frontpage, started the fpsrvadm.exe and selected option 4.

It ask for the port, default 80, then processes and reports:

Created: unknown
Version: unknown
The server administration programs and the server extensions on the web
server are not compatible. The server is too old to use with this
administration program.

So, what be me options now?  I can't re-apply OS update 2.0 (which has the
FP2k update) as the Qube will complain it's already present...  I need to
eradicate the Qube2 of anything remotely to do with FPexts, and somehow
shoehorn the FPexts back on without the Qube2 bitching it's already there
under the OS2.0 update...

Arrrghhh, why is nothing ever simple with FP? LOL
