No, but since someone is sure to ask on-list about where they can find it, it's at
http://www.urbanresearch.com/software/utils/urbsql/. What are you trying to find
out?

Unless your mind is 100% made up on why you need to run this specific program, maybe
you can provide some more specifics about what you are trying to do. There are at
least a handful of free PHP scripts that will allow you to adminster MySQL databases
from the web, directly from your RaQ. You may have a valid need to go the route
you're going, but using a web-based interface is certainly more portable. phpMyAdmin
(http://www.phpwizard.net/phpMyAdmin/) might be worth a look. And there are probably
more at http://mysql.com/links.html. If you need help getting MyODBC installed on
your Windows machine or configuring MySQL, the MySQL site (www.mysql.com) is
certainly the first place I'd try. The site is a wealth of information and the
mailing list archives (and the list itself) have experts and answers for everything
under the sun.
