Stop by the Cobalt (K)nowledge (B)ase.  http://www.cobalt.com/support/kb/index.php3.
Click on the PHP button and find the link that answers that exact question.  There
are RPMs for PHP 3.0.16 at ftp://ftp.cobaltnet.com/pub/experimental/raq3/.  I think
there are RPMs for PHP 4.0.0 somewhere on the site too.  If you are familiar with
installing and compiling programs from source you can just grab PHP off of
www.php.net.
