One term for you all to go look for on MS's knowledgebase: Master
Browser.

Windows Networking is a dog at the best of times, but when you have
master browser wars (or a refusal to elect a new one) then all sorts of
wierd stuff happens.

If anyone wants a more full explanation, mail me off-list and I'll
supply you with one. I wrote it for university students so it's not very
technical, but it does explain things ;-)
