Look in the archives for March 2000   (008070.html) has a possible solution.

I've found that if you create the web site first, then add the Site
Administrator, then come back and enable FrontPage extensions, it seems to
work almost every time. Don't know why, just works for me and I ain't
rockin' the boat! Uninstalling/reinstalling does absolutely nothing to make
FrontPage work.
