To keep the gui reasonably happy, I'd use a domain and hostname that
doesn't exist on the net.  Something like hostname="foofoofoo" and
domain name something like "theresnosuchdomainasthis.com".

Then, within the virtual host block of the /etc/httpd/conf/httpd.conf
file, I'd comment out the "RewriteEngine on" line and all the rest of
the "Rewrite" lines.

That'll keep siteadmin and useradmin from working, though.

If and when you want the site to go live with a real domain name, just
changing it inside the RaQ's gui interface will rewrite the virtual host
block and all should be well.
