It isn't true.  

You can host the DNS server for a site on the same host with the 
same IP number as the site itself.  Maybe not recommended, but 
possible.  I do it, but it's an experimental server (a Qube2).

Some DNS problems are solved by waiting 24 hours, for 
changes to propagate through the DNS network.  Get everyhting 
looking right, then try again tomorrow.
