You can use any IP#s that your computer will answer to, as long as they
haven't been registered as nameservers anywhere already.

They key is that your Cobalt system must answer to the IP#s.  To get
them to do that you usually set up a virtual site at that IP#, even
though it doesn't have to be the same domain as the nameserver.
