The original person who asked the question.  They already know what the
question is, so an answer at the top makes it easier for them - that is if
it's feasible to post the answer at the top (another words, it was a fairly
simple question with a fairly simple answer).

As I said in the original email, the post I replied to turned out to be
about 15 lines in total including the whitespace and header.  You'd have to
be using a pretty small monitor to see the thread and not understand what it
was about.  Not to mention the person asking the question used a relevant
subject line, so even if I didn't include the original post, you'd still
know what the answer was for.

Again, the point of my post was that there was no reason to bitch at a one
line answer to a one line question.  No matter if it was posted above,
below, sideways, or upside down.
