Does he want it to be something like ns1.hisdomain.com?

If so you need to have extra IP#s on your box, as neither Network
Solutions nor any of the other registrars will let you have two
nameserves on one IP.

So you need an extra IP# for each of his nameservers.

Then you need to host a site (ANY site, it doesn't matter) at each of
those IP#s, to tell the RaQ to actually check that IP# for input.

Then you just add records like you usually do, and his nameservers will
see them.

If he actually wants his own nameserver software running, it's both
beyond the scope of this post, AND not a good idea.
