	Pop before SMTP makes it possible for users to both send and
receive email without their having to be included in the /etc/access
file in order to get around the spam fighting stuff in Sendmail.

	What it does, quite simply, is to allow users to use a
server for relaying email after they authenticate against their POP
account. This makes it possible to allow users who don't have a
static IP to use a server for both inbound and outbound email
without the administrator of the server having to continually
tweak the configuration files or open the server up to the point
where it becomes what is commonly known as an "open relay". Thus it
keeps the spammers from using the server to send their garbage while
making it possible for valid users to send their stuff.

	A very very cool idea...
