had a similar problem some days ago : "postgresql is down + cannot be
restarted"

try to telnet in, go to /etc/rc.d/init.d, and type

postgresql status

if it is down, try to restart it typing

postgresql restart

maybe your raq complains about a file /tmp/somewhat that remains
from the old process (i have no idea what it could be, seems to be
a kind of pid file ??)

i deleted it, and could restart postgresql (take care deleting
unknown files !!)
