Yeah, you can do that... Just create a cgi-bin and set the right permissions. About the right permissions... well, that is depending on the scripts that you want to execute. A normal executable script usually has 755 (under Telnet you do that by writing "chmod 755 ...", with a normal FTP program you can do that usually, too).
