Thanks for all the hints on this.
I now have the problem solved.
If an address is used in the gui or front panel an entry is created in
/etc/sysconfig/network-scripts/
in a file called ifcfg_eth0:<something>
The files persist even when the ip is removed via the gui.
You then delete the offending file
<NEVER delete the master file!! or eth0>
