Because the RaQs use a CGI wrapper, keeping the cgi-bin out of the path
is thought by some to be not as critical an issue as it used to be.
If you still want to put them on the same level you can, but you need to
make manual changes to /etc/httpd/conf/httpd.conf.
I'm too tired to look up the exact syntax right now, but I will tomorrow
(later today, actually) if no one else replies in the meantime with
specific instructions.
