You can create A records for this like this that both point to the same IP.
No reason to do cnames

However this will not poing them to the same website. I am not sure what
needs to be done
to point it on the RAQ to the same website.

I would imaging you would need to create site A and then do something
to a configuration file telling it to direct all requests for siteb
to site A's website.

Is there a way to alias a domain to a name-based website, ie:

  virtual.com (actual name-based website, shared IP)
  virtual.ca  (domain to be aliased)

The end result would be that typing in either virtual.com or
virtual.ca would take the user to the virtual.com website.

My understanding is that this can be done with a CNAME record,
but I'm not 100% sure on how to set this up. Any assistance
is, as always, appreciated.
