And if we could finally wrap this one up, some of the worst DNS propagators
are, apparently, major US "ISP"s.

Yes.  Particularly when their marketing makes grand claims about their
level of service....
what do people think is a reaonable level of packet loss, staying entirely 
within one ISP's network?
