Maybe a DNS issue. Maybe a failure somewhere in the RaQ1.
You might try connecting to the RaQ1 mailserver by hand with telnet;
pretend you're sendmail, and see what kind of errors you get.
To get help here you'll need to post your zone files for both as a
start, and also log entries from the RaQ3 showing the attemptied
sendmail connection, if there is one. If there isn't one it's almost
certainly a DNS issue.
