To de-implmenet (my word) siteadmin and useradmin access for a site,
simply comment out all the lines beginning with "Rewrite" for the site. 
I've been doing this for some time, as I don't offer access to "admin"
to my clients.

You're presuming Cobalt is sinister.  I don't know but I don't think
so.  I find in most cases where companies implement features or policies
that don't work in the real world the reason is plainly and simply that
they never did a proper analysis.  Of course I've taught college-level
systems analysis; it's possible that rather then Cobalt under-analyzing,
I'm over-analyzing <wry grin>.
