I'm not sure how to accomplish this, though I'm sure someone on the list
will.
I don't think AOL or any other ISP will block you based on Spam unless you
don't reply to abuse@ complaints or show evidence that you have cancelled
the account of the Spammer.
IMO, if you're giving away service, unless you're a dialup ISP, you
shouldn't run SMTP. The users should already have an ISP for that.
