IIRC, the RAQ doesn't create real FP subwebs and the user is being directed
to www.fpsite.com/~username with FrontPage. If you don't have the FP user
web checked and they're set up as the Site Administrator in the GUI, they
should have no problem.
You may just want to create another user name for that site, make it a site
administrator but don't check the box for FP User Web and see if they can
use that user name and password for the main FP web site.
