Two problems with this:

1) Dreamweaver, IIRC, uses FTP to publish your sites -- so no
   reason you couldn't use any other FTP client such as Cute FTP.

2) You actually can use subwebs.  You just can't create subwebs
   with the FrontPage client (has to do with the absence of mod_fp
   and the servertype set to apache rather than apache-fp on the
   FPSERK configurations)...You can still create and delete subwebs
   via the fpservadm.exe utility from the command line.
