On RaQ3 (dont have any raq2's) you will enable it over the GUI.
Log on as Admin, using SiteManagement to enable. Think will be
the same on RaQ2.

To user SSI the Pages have to get the extention .shtml or .shtm so the
Webserver "knows" that any SSI is in the Source. If you dont give a page
that extention the SSI will not be executed.
