That ISP is trying to save about thirty seconds of work every X years
when you change your IP, and in so doing, has every website lookup on
your DNS occur twice, taking twice as long and twice as much Internet
bandwidth.
If this isn't a good example of "clueless" I don't know what is.
When I was a kid, there was a TV commercial that started: "So when you
start to go bald, what do you do? You run to the baldheaded barber down
the street and ask him for advice..."
Ask people who are in a position to know.
