Vicky,
If the sites (users) are using Front Page, Then they should (must?) use Front
Page to publish to the site!
They should 'click' on "File"->"Publish Web", when the wizard dialog box appears
enter the FQDN in the box "Specify the location to Publish your web to" and
Front Page will upload the files! I hope this helps, I had to make a test site
and do it myself, and it does seem to work!!!
